The region of the brain affecting tics can be impacted by a number of different conditions, not all of which are primary, inherited Tourette syndrome. (Not all that tics is TS.) While it is possible for TS to co-occur with some of the other conditions which cause tics, Kurlan estimated (in his talk at the national conference) that a fair percentage of the patients that he sees probably don't have a TS diagnosis, rather a diagnosis on the autism spectrum.
